The Challenge

The U.S. uses over 100 billion single-use plastic bags each year, most of which are sent to landfill or end up contaminating waterways. In response to the environmental risk, legislators and communities across the country have implemented policies to curb plastic bag waste, ranging from banning all single-use bags, to restricting plastic bags or implementing fees for use. With wide differences between single-use bag policies, policymakers and businesses were asking: What actually works? To answer the question, the Closed Loop Center embarked on a two-year study with our partners in the Consortium to Reinvent the Retail Bag.

The Solution

We conducted extensive primary research to assess the impacts of New Jersey’s “Get Past Plastic Act” by launching four surveys with 2,600 respondents and analyzing two years of bag procurement and sales data from 33 stores statewide. We also analyzed the results of 40 existing reports on single-use bag policy and conducted a comparative review of 11 studies, evaluating the impact of legislation in communities across the U.S.

The findings revealed that bag fees are the only legislative tool that is proven to universally reduce bag use in communities. The results also showed that New Jersey’s ban of single-use paper and plastic bags drastically reduced bag consumption, GHG emissions, and the material weight of bags distributed, but there were unintended consequences, such as the over-accumulation of reusable bags.

Impact

We published the findings in a white paper, which has been reviewed by legislators in several states. The finding also received coverage by Recycling Today, Packaging Dive and The Cool Down. Importantly, the analysis quantified the impacts of different policies in a holistic manner, moving beyond anecdotes and giving regulators, legislators and local stakeholders the tools to thoughtfully craft policies that align to their goals while minimizing unintended impacts. It also identified two opportunities to focus on within New Jersey’s “Get Past Plastic Act,” offering tactical solutions to further reduce the environmental impact and impact on customers.
