Concentrated cleaning and personal care products represent an important opportunity to reduce packaging, deliver greater convenience and help advance source reduction. With clearer category language, stronger consumer education and more visible retail experiences, concentrates can become a more accessible and compelling choice for consumers.

Closed Loop Partners’ Center for the Circular Economy is bringing together brands, retailers, suppliers, innovators and other value chain partners to help unlock this opportunity. Through consumer research, policy analysis and shared learning, the initiative aims to build the foundation for broader adoption while helping producers prepare for California SB 54’s evolving source-reduction requirements.

The Opportunity

Every year, billions of home cleaning and personal care products are transported in large plastic bottles filled primarily with water. Concentrated formats can deliver more uses with less packaging, reducing the weight and volume moving through the supply chain. They can also offer practical benefits for consumers, including easier storage, greater portability and more convenient refill and reuse options.
